Identifying how an intervention will lead to change or the envisaged results.

Principles

A specific action plan should be based on a ‘hypothesis' about how an intervention will lead to change. A logical framework of this type is also necessary for targeted monitoring and evaluation.

What do you do?

The key to the logical framework is to formulate how and why you believe activities (interventions) will bring about the envisaged short-term results and long-term outcome

You should start with the long-term outcome and then identify the conditions required to achieve that objective: what results and interventions will be needed in the meantime to achieve the long-term outcome, and why? Accordingly, you will produce a carefully planned programme of interventions or monitoring and evaluation.
